Corruption is identified as a deviation from public employees against the norms held by society with the aim for personal gain. Corruption at various levels is still seen as commonplace. This paper wants to see the causes of corruption behavior. The method is literature review especially from the book of Anti Corruption Education for Higher Education from the Ministry of Education and Culture of the Republic of Indonesia. Factors that can lead to corrupt behavior can come from both internal and external. In general, factors causing corruption can occur due to political, legal, economic, and organizational factors.
